Inconsistently Heinous Villains

"Villains who are approved as Inconsistently Heinous on the wiki of the same name. Though their heinous actions will always propel them beyond the evil baseline of their work/franchise, they lack the qualifications required to be Complete Monsters or Near Pure Evils. Typically, they'll be at least 50% of the way to being Complete Monsters, but unlike CMs or NPEs, they can have a wide variety of redeeming/mitigating qualities and aren't always taken completely seriously by the narratives they star in. Despite this, they will still be heinous enough to stand out, and the work they come from will still have at least a minor narrative and/or theme to it."
